Fuel pump not geting enought woltage

Hi There

my family and i was on vacation, and when we got back and wanted to go saling, our Mercruiser 454 mpi with electric fuel pump would not start.

A freind of mine took his voltmeter and tried it out on the pump, it only got aroung 8-9 volt and i tried to unscreew the not on top of the fuel pump, there did not come any fuel out when turning the key  ignition on the panel. 

does anyone here had the same issue , and any fix would be great , thanks ?
