water in carpet area (not bilge)

I am getting water in the lowest part of 322 cruiser on carpet area. It occurs when planing out. If rain water, should forward bilge pick it up?

I pulled the carpet and placed a 1" thick rubber grate down and then interlocking anti-fatigue mat cut to size.  I dont think one can ever keep that spot dry enough to carpet.
